Vietnam, Laos enhance collaboration in construction

Vietnamese Ministry of Construction and Laos Ministry of Public Works and Transport signed a Memorandum of Understanding (MoU) on construction in Ha Noi on July 13 with the participation of Minister of Construction Nguyen Thanh Nghi, Laos Minister of Public Works and Transport Viengsavath Siphandone, Deputy Ambassador of the Lao People's Democratic Republic to Vietnam Chanthaphone Khammachanh, members of the Lao delegation, leaders of functional departments and agencies under the MoC.

The traditional friendship between Vietnam and Laos has been supporting by the Communist Party of Vietnam and the Lao People's Revolutionary People as well as the Governments of the two countries. High-level visits by leaders of the two States and ministries have contributed to deepening the friendship and comprehensive cooperation between the two countries, said Minister Nguyen Thanh Nghi.

Minister Nguyen Thanh Nghi emphasized that, at the recent 44th session of the Vietnam – Laos Intergovernmental Committee, the content of the memorandum of understanding on construction cooperation between the Ministry of Construction and the Laos Ministry of Public Works and Transport continued to be discussed in the Agreement on cooperation plan between the Government of Vietnam and the Government of Laos in 2022.

On behalf of the Laos delegation, Minister Viengsavath Siphandone said that this trip is especially meaningful in the context that the two countries are holding events to celebrate the Vietnam-Laos and Laos-Vietnam 2022 Solidarity and Friendship Year: the 60th anniversary of the establishment of diplomatic relations and the 45th anniversary of the signing of the Vietnam-Laos Treaty of Friendship and Cooperation.

According to Minister Viengsavath Siphandone, the Laos National Assembly House has been highly appreciated by the General Secretary and President of the Laos People's Democratic Republic as well as Laos people. The project was put into use on August 8, 2021 in accordance with the requirements of the Party and Government of the two countries.

The Laos Ministry of Public Works and Transport wishes to cooperate with the Ministry of Construction in formulating policies on construction investment project management, contract management, construction investment cost management, and work quality management.

Regarding the proposal of training high-quality human resources, Minister Nguyen Thanh Nghi said that the Ministry of Construction currently directly manages 4 universities (Hanoi University of Architecture, Hanoi University of Architecture of Ho Chi Minh City, Central University of Civil Engineering, and Western University of Civil Engineering) and Academy of managers for construction and cities which are the key human resource training institutions for the Construction industry.

At the end of the ceremony, Minister Nguyen Thanh Nghi and Minister Viengsavath Siphandone signed a memorandum of understanding on construction. The document is expected to create a framework for specific, substantive and effective cooperation activities between the two ministries.
