Workshop: Management improvement in smart and efficient urban lighting in Vietnam

Ministry of Construction in cooperation with the Asian Development Bank (ADB) to organize a workshop “Management improvement in smart and efficient urban lighting in Vietnam” with the participation of ministries, localities, enterprises, domestic and international experts on November 7^th.

Assoc.Prof.Dr. Mai Thi Lien Huong - Director of Technical Infrastructure Department (Ministry of Construction) and Ms. Hyunjung Lee - Senior Energy Economist, Southeast Asia Energy Department of ADB co-chaired the workshop.

Opening the workshop, Ms Mai Thi Lien Huong said that, over ten years, lighting work in general and lighting in urban areas in Vietnam in particular has rapidly developed, to meet the requirements of lighting functions and ensure efficiency and saving energy.

To perform the functions and tasks assigned by the Government, the Ministry of Construction has drafted and summited to the Government for promulgation Decree 79/2009/ND-CP (2009) on urban lighting management and Decision 1874. /QD-TTg in 2010 on the orientation of Vietnam's urban lighting development to 2025, and many circulars guiding the system of technical standards and regulations, unit price norms for construction and maintenance of lighting urban system.

In November 2020, the Ministry of Construction approved the Project Document on Technical Support to strengthen smart and efficient urban lighting management in Vietnam, in order to promote investment, management and operation of smart and efficient energy-using urban lighting system in Vietnam; raising the capacity and awareness of central and local agencies about smart and efficient energy-using urban lighting; development forms of investment and guiding localities to apply forms of investment in smart and energy-saving lighting systems. Up to now, the project has completed phase 1 and achieved many positive results.

Ms Hyunjung Lee thanked the MoC, central ministries and localities for close and effective coordination with ADB, especially in energy-saving lighting projects. Ms Hyunjung Lee emphasized that, lighting solutions not only enhanced urban beauty, ensured traffic safety at night but also were one of the effective short-term economic solutions.

At the moment, if Vietnam’s urban lighting system is applied advanced lighting technology which can save 60% of energy to contribute to realizing the goal of bringing net emissions to zero by 2050 and helping localities accelerate smart city development.

The workshop is one of the cooperation activities between the Ministry of Construction and ADB, to review the situation of urban lighting management in Vietnam; review technical standards and regulations; propose a policy, energy saving solutions and investment opportunities; share approaches to climate finance, investment methods, towards smart and effective management.

At the workshop, domestic and international experts actively exchanged and discussed investment methods to implement the Project and public and private investment opportunities; energy audit studies; investment scale, impacts and international best practices; modernization public lighting and building infrastructure using energy savings and climate finance.
