Conference "Promoting the development of social housing for workers and low-income people"

A conference "Promoting the development of social housing for workers and low-income people" was held in the form of offline and online, chaired by Prime Minister Pham Minh Chinh on August 1^st. There were Deputy Prime Minister Le Van Thanh; Minister of Construction Nguyen Thanh Nghi; leaders of functional ministries and branches, representatives of a number of corporations and enterprises operating in the same field; leaders of localities with high demand for social housing and housing for workers at the conference.

Prime Minister Pham Minh Chinh said that over the past time, under the direction of the Party, State, Government and Prime Minister along with the active participation of localities and businesses, nearly 7.8 million m2 of social housing has been completed, helping hundreds of thousands of low-income households and workers to improve their housing conditions. This is a remarkable result.

However, development of social housing and housing for workers still faced many shortcomings and limitations in policy mechanism. Prime Minister Pham Minh Chinh has directed agencies to organize conferences to both developing a healthy, stable, sustainable and long-term labor market and improving the quality of human resources, meeting requirements of industrialization, modernization and high quality human resource requirements in the transition period and requirements of the 4th industrial revolution.

Speaking at the conference, Minister of Construction Nguyen Thanh Nghi said that housing development policies for low-income people, workers and workers in industrial parks in the past time have been implemented according to the following guidelines: Law on Housing 2014, Decree No. 100/2015/ND-CP dated October 20, 2015 of the Government on the development and management of social housing; Decree No. 49/2021/ND-CP dated April 1, 2021 of the Government (amending and supplementing a number of articles of Decree No. 100/2015/ND-CP); Circular No. 09/2021/TT-BXD dated August 16, 2021 of the Ministry of Construction providing specific guidance on conditions and criteria for selecting investors in social housing construction investment projects and a number of relevant legal documents.

Minister Nguyen Thanh Nghi said that up to now, the whole country has completed 301 social housing projects in urban areas, 156.000 units housing for workers. 401 projects are being implemented with a construction scale of about 455,000 units, with a total area of about 22,718 million m2. With this result, the development of social housing for workers and low-income people has not fully met the huge demand as well as the requirements. Therefore, the development of social housing needs to be focused on promoting in the near future.

Minister Nguyen Thanh Nghi also proposed a number of solutions to promote housing development for this group in the coming time, such as: studying and amending the Housing Law 2014 in sync with the Land Law (amended), the Law on Bidding (amended), the Tax Law; separating the housing policy for workers to have an incentive mechanism to develop the type of accommodation for workers in industrial zones.

The Ministry of Construction shall coordinate with the State Bank of Vietnam to guide and coordinate with localities in reviewing the list of investors in social housing and worker housing projects with borrowing the 2% interest rate package through the commercial banking system of Resolution No. 11/NQ-CP.

The whole conference

At the conference, leaders of ministries, branches, localities and businesses presented and assessed the implementation of the Party and State's guidelines, laws and policies on social housing development during the past and oriented tasks and solutions to be implemented in the coming time.

Prime Minister Pham Minh Chinh assigned the Government Office to coordinate with the Ministry of Construction and relevant ministries and branches to finalize and submit to the Prime Minister for promulgation appropriate documents, which specifically direct the orientations and amended solutions current regulations for the urgent housing needs of workers and low-income people.
